Make the file public first
In Drive, choose Share, set General access to Anyone with the link, then Copy link. If access is Restricted, people who scan will be asked to sign in and request access.

Why do people see "You need access"?+
The file is shared as Restricted. In Drive, choose Share, change General access to Anyone with the link, and the same code starts working.
What does direct download do?+
Scanning downloads the file straight away instead of opening the Drive preview. Very large files show a Google warning page first.
Can a Google Doc download as a PDF?+
Yes. Choose Download for a Doc, Sheet or Slides link and the code downloads a PDF of the current version.
How do I test it as someone else would?+
Scan it with a phone that is not signed in to your Google account, or open the link in a private browser window.
Can I change the link or count scans later?+
